What the (probable) new federal government is planning.
The CDU and SPD exploratory paper discusses the introduction of mandatory natural hazards insurance. The aim is to increase insurance coverage against damage caused by natural disasters such as floods or landslides. Currently, less than 50 percent of properties in Germany are insured against such extreme weather events. The SPD proposes that insurance companies be obliged to offer natural hazards cover with every residential buildings insurance policy. This model is based on the French system, in which such supplementary insurance costs an average of 26 euros per year. (see: Regional Heute and tixo.de )
The Union (CDU/CSU) has tabled a motion providing that, for new business, residential buildings insurance may only be offered with natural hazards cover, which can be deselected after being informed of the consequences (opt-out). Existing contracts are to be extended to include natural hazards insurance, which can likewise be deselected within a certain period. (see on the Bundestag website )
The introduction of such compulsory insurance is intended to ensure that owners are better protected financially against the consequences of natural disasters and do not have to depend on state aid. However, there are still discussions within the parties about the exact design and implementation of this measure. (see on the Bundestag website )
